Ayuda en Acción is Hiring Monitoring and Evaluation Officer to be Based in Cabo Delgado

 


Job description

The “Ayuda en Acción” Foundation is recruiting experienced candidates for monitoring and evaluation of projects in the area of economic opportunities in the province of Cabo Delgado. In these moments Ayuda en Acción is looking for interested candidates to form the team, which will be presented with the financing proposal. 

Functions:

      Ensure that documentation of information is in accordance with policies, procedures, regulations of the project;

      Ensure that the monitoring and evaluation systems to be developed facilitate or follow up two programs / projects; 

      Reviews and consolidates data from all the sites where the program is being implemented;

      Develop consistent actions for the monitoring of the project and a practical assessment of the development of activities, including the elaboration of two respective reports;

      Provide oversight for a program’s planning, evaluation, knowledge management and monitoring;

      Unravel plans for Monitoring and evaluation that are consistent with the implementation of activities including performing partners;

      Guarantee the implementation of multiyear plans and one-year operational plans, through two M&E mechanisms and results chart of the project;

      Ensure documentation of all information related to monitoring and assessment, including the elaboration of implementation reports;

      Elaborate reports to the partners; 

      Develop and harmonize systems and data tools;

      Support the elaboration and development of narrative accounts of quality, cases and histories of success, documentation and good practices;

      Train people and implementation partners on Monitoring and Assessment, documentation and information sharing;

 

      Protect the integrity of the documentation of the projects during the processes of implementation, learning, elaboration of reports, two regular projects and two cofinanced.

 

Key qualifications: 

 

      Degree in statistics, communications, management, business administration, and related areas, ideally a postgraduate degree in the areas of Statistics, Project Management and/or Monitoring and Evaluation.

      Minimum of 7 years of proven work experience in monitoring and appraisal of short / long term projects / programs, including the elaboration of reports;

      Demonstrated experience in the development of projects of preference in Development Economics;

      Good experience in training people and partners in M&A.

 

Skills

 

      Excellent communication skills in both Portuguese and English (spoken and written). Communication skills in Macua are a plus;

      Ability to write reports in Portuguese and English language and to document relevant information; 

      Domain of practical application of participatory development approaches, monitoring and appraisal evidence;

      Ability to carry out complex tasks, work independently and take initiatives;

      Significant expertise providing technical assistance to project/host country government staff working on MEL activities;

      The numerical ability to analyze financial information, budget and cost monitoring;

      Analytical capacity and strategic planning;

      Ability to structure and manage complex tasks; including experience in work planning and activity budgeting;

      Superior writing skills and the ability to develop well-written and cohesive reports that respond to the donor's needs;

      Knowledge in computer science and in specific programs of monitoring and evaluation;

 

      Knowledge, practical application and implications of participatory development approaches, tools, monitoring and evaluation tools; 

      Excellent analytical skills;

      Ability to work independently and take initiative, while having strong team-building skills;

      Excellent computer skills;

      The numerical ability to analyze financial information, budget and cost monitoring;

      Ability to work well in a team and inter-organizationally and establish excellent relationships with colleagues from different roles and cultures.

 

Offer Terms:

 

      Incorporation during the second semester of 2021. The legal bond of the qualified candidates will be through a letter of commitment and, if the project is approved by the financier, the contract will be drawn up, a process for which there is a forecast within the third quarter of the year 2021.

      Place of work: Pemba, Cabo Delgado.

      Remuneration according to Ayuda en Acción's salary policies.
